The goal of the Hawai'i BCCCP (Breast and Cervical Cancer Control Program) is simple: to save lives through early detection of cancer via annual examinations!

The Waimanalo Health Center was a successful pilot site for the state of Hawaii's Breast and Cervical Cancer Control Project (BCCCP). The Health Center has been selected as a program site for the duration of the five year program, effective February 1, 1998.  Through focused outreach efforts, WHC provides breast and cervical cancer screening services that are available, accessible, affordable and culturally acceptable to under/uninsured women fifty years old and older. The target group is primarily Native Hawaiian and Filipino women who meet BCCCP enrollment criteria. One hundred and thirty women have received services in this program to date at the Waimanalo Health Center.

In May of 1998, Avon's Breast Care fund awarded the Health Center a van to expand outreach up the Windward Coast.

Effective, culturally sensitive outreach by dedicated outreach counselors who are of the target population is crucial for program success. The BCCCP funding helps to solve the access barriers, but ensuring utilization of services remains the critical challenge. Outreach efforts will continue to expand up the Windward Coast, utilizing the following methodologies:

  • Distribution of program information at small grocers and grocery store chains, post offices, farmer's markets, craft fairs, neighborhood boards, sewing/quilting circles, church groups, kapuna groups, hula halau, housing boards and any gathering of women in a community.
  • Coordinate recruitment activities with individuals and organizations in Waimanalo and neighboring communities including organizations that represent Native Hawaiian and Filipino women such as churches and the nurseries Ke Ola Mamo, and Alu Like.
  • Coordinate activities and collaborate with local coalitions, advisory groups, and local affiliates of the American Cancer Society; with participation on the Advisory Committee for the BCCCP.
  • One-on-one and small-group outreach of contacts' families, friends, and program participants, especially for those women experiencing cultural barriers. Methodology has been adapted from the Navigator Program, a five-year Cancer Intervention Research Project funded by the National Cancer Institute 1991 - 1996, and conducted at Waianae Coast Comprehensive Health Center, which is a similar Hawaiian community at the opposite end of Oahu. Kokua groups offer support and education to reduce barriers.
